(Colorado State Capitol, March 20th, 2023) – Today, three Republican-sponsored bills passed through committee this afternoon.
Representative Richard Holtorf’s (R-Akron) SB23-152 ,Sunset Continue Custom Processing Meat Animals, passed unanimously in the House Ag committee 13-0. The bill clarifies the responsibilities of county commissioners and public hospital trustees.
In response to its passing, primary sponsor Rep. Holtorf issued the following statement:
“This is a great bill that extends the sunset for the oversight of local meat processors across the state. This bill makes sure that CDA can ensure that our local meat supply is safe to eat by continuing to regulate the local custom meat processing industry. This bill supports small businesses, and helps to maintain industry standards across our rural communities. Guaranteeing that all meat processors and purveyors are held to the same high standards. The Ag committee, in this unanimous vote, showed that Colorado lawmakers understand how important this industry is and we are taking steps to ensure CDA continues their vital role in regulating and promoting local meat processing across this great state.”
Representative Richard Holtorf’s (R-Akron) HB23-1220, Study Republican River Groundwater Economic Impact, also passed unanimously in the House Ag committee 13-0. This bill continues the regulation of the custom meat processing in the Department of Agriculture, which is scheduled to repeal on September 1, 2023.
In response to its passing, Rep. Holtorf issued the following statement:
“I am thrilled to see this bill pass the House Ag committee unanimously today. HB23-1220 creates a study which will assist in the Republican River Water Conservation District and the state of Colorado as they navigate informed decision-making, encourage responsible interstate water management, and supports interstate compact compliance. The long term goal is to guarantee economic vitality in Eastern Colorado and with our neighbors in Nebraska and Kansas for decades to come and this economic study will frame the conversation as we move forward.”
Representative Matt Soper’s (R-Delta) SB23-143, Retail Delivery Fee, modifies the administration of retail delivery fees and creates an exemption from the fees for small and new business, passed the Finance committee.

Colorado JBS Plant toured by State Legislators
I toured the JBS plant last Friday, August 18. The group picture is JBS staff , Holtorf and 3 other legislators. Reps Gabe Evans, Ryan Armagost, and State Senator Byron Pelton. The cattle industry is vital to our rural Colorado economy and the JBS processing plant employs thousands of good people and processes 5000 head of cattle a day.
